Building Cooperation between Business & Government

As a public affairs consulting firm, Soundline Consulting (順律顧問) assists corporate clients in planning and implementing communication strategies with government agencies and other stakeholders. Our role goes beyond providing professional advice—we also help companies establish long-term, constructive partnerships within a challenging policy environment.

Through effective communication and the building of mutual trust, government agencies can gain deeper understanding of corporate operations and their social value, while businesses can better understand policy directions and administrative needs. At the same time, companies are able to share industry expertise and communicate real-world challenges. Such interactions enable both sides to identify potential solutions that balance policy objectives with industrial development, while fostering win–win outcomes across diverse issue areas, including Internet governance, international trade, industrial innovation, energy transition, and others.

Taking travel and tourism as an example, with the rapid development of the digital economy, online travel agencies (OTAs) have become a primary booking channel for travelers. However, the Taiwan government has traditionally taken a cautious stance toward offshore platforms and newer types of accommodations. In facilitating dialogue between an OTA and the government, our strategy began with building trust and shared values among the platform, local authorities, and hospitality providers.

First, we helped our client engage directly with tourism authorities across different jurisdictions, enabling officials to better understand the role and positioning of OTAs. Through dialogue, our client not only reduced misunderstandings and concerns, but also gained deeper insight into the challenges faced by local regulators—for instance, how to promote the growth and global competitiveness of Taiwan’s tourism industry while ensuring accommodation safety and protecting the quality of life for residents.

Second, we actively assisted our client in identifying opportunities for cooperation and working with government agencies to address industry pain points. Initiatives included jointly organizing tourism promotion campaigns, collaborating to create lodging experiences that meet international standards, and advancing training programs that help local hospitality providers obtain international certification—thereby enhancing the industry’s overall reputation and service quality.

Through ongoing communication and collaboration, government agencies increasingly came to view our client as a partner in upgrading Taiwan’s tourism industry, rather than as a disruptor. By building trust with both government and hospitality stakeholders, our client secured greater understanding and support in policy discussions.
